woodmaster 4400 overheating

I have a Woodmaster 4400 boiler and it keeps over heating. I replaced the door gasket and the flapper on the air intake and its still overheating. The fan is operating correctly. any idea why id still be over heating? I cant figure out where it would be getting air from..
 
Is the flapper actually closing tight? If not it'll leak...if it has to close against a crusty creosote mess that doesn't seal too well normally...just a thought, heard of it on other models, not sure what things look like on a 4400...but it's getting air from somewhere.
