If your electric rates are 27.5¢ Kwh there like they are here you won't save any money with a cheap water heater.

I second this. Divide the 100% efficiency by the number of times someone turns on the hot tap for 10 seconds, adding cold water to the tank... Or enough heat escaped to turn on the element again.

That happens no matter what kind of heater you have.

There is no getting around the heat loss a chimney creates.
