How would I throttle back the flow ? Valve between pump and pressure tank ?

Another option would be to get a bigger pressure tank, no ?
Seriously consider adding a Cyclestop valve to your setup. I put in a 120v Grundfos pump a couple years back. The soft start is very nice. Coupled with the cycle stop valve it is actually a much better option than the high dollar variable drive pumps. Although most plymbers and well guys don't know about them. They should be added to every well system.
