I have a Froling P4 boiler. Set times are as follows: boiler 4am to 9am, water 6am to 9am, heating circuits 1 and 2 6am to 9am. The boiler is switching on at the set time, the water is heating at the set time but the heating circuits are not coming on until 8.45am! I'm absolutely stumped as to why they are doing this. Any ideas?

What is controlling the valve solenoid?
 
Ok, I only have experience with Windhager BioWIN pellet boilers.

I assume you can turn off the daily/weekly heating program on the control display.
 
You might find this document helpful if you want to get a better understanding of the P4 operation:

The P4 is a very complex boiler with many options. This handbook might not be for the specific firmware version in your boiler but it should be close. Unless you understand what you are doing, I would just look and not change anything.

Start by navigating to the System Menu -> Heating -> Service menu on page 41. There is an option for each heating circuit which will disable it until the hot water has reached its set temperature. Check this setting for your two heating circuits. I expect they are set to NO so you have hot water priority - no space heating until you have domestic hot water (DHW) at the set temperature.

You may not be able to access the service menu, but you can also go to the System Menu -> Water -> Status page as described on page 44 and watch the hot water temperature. If it increases to the setpoint and then the heating circuits turn on that would also confirm that hot water takes priority over space heating.

Knowing it takes about 2:45 to heat the water, you could set an earlier start time. Otherwise, if you turn off the DHW priority, you might step out of a lukewarm shower to a slightly warmer room ;-) You might have to enable service menu access to change the DHW priority. The handbook probably describes how to do this but I didn't look for it.
