update - i went to the store and bought kiln dried wood (around 15% moisture). The difference was night and day. The wood went up with no issues.
That's 15 percent. It should go up and possibly even be hard to control down on many stoves. I think what begreen posted is your reality.
Does your 23 percent wood fire ok once the fire is going? If so then maybe all you need is better wood. Otherwise, you are looking at a full liner.

it burns, but not very well
 
For some weird reason i thought people were exaggerating about how dry the wood had to be. Man was i wrong. Really dry wood completely changes the stove from trying to get it hot enough to avoiding overheating. Like op said its day and night.

Agreed. The Jotul manual states between 12-20% is needed. I would tell anyone buying this stove that this range is the gospel truth. There is no wiggle room on either side. In fact, middle of the range seems like the best.
