You're on your own with the buried concrete tank. One question though and a couple comments.
Did you do the heat loss calculations or did the boiler supplier do it for you?
I backed my backhoe up to a spruce stump in my lawn late last summer and had to go down about 4.5 feet to break all the roots and it was dry, however we had an extremely dry summer here in SE Vermont. I'd say that was very unusual.
You should probably make sure that gasket between the two halves of your tank will not only stand up to water at 15 psi but HOT water at 15psi.
