Ash Tray Cover Plate?

I just got a Regency GF55 installed and was cleaning it out today and noticed none of the ashes went into the ash bin. While looking into this further, I see that there is a Ash Cover Plate that is sitting on top of the grates that would let the ashes fall into the ash bin. Is that plate supposed to be there?

The grates on the right and left of the burn pot
should be open not covered

To the right and left is open from the burn pot, this is underneath the burn pot where there is a grate that allows ashes to fall into the bin. However, there is a cover plate that covers those grates. So, I have to remove that plate and then brush the ashes to fall into the bin. I tried it without the plate and the fire seems way different, so I put the plate back.
 
The plate under the burn pot is necessary for the proper combustion
of the pellets in the pot. It is removable for easy cleaning
 
Ok, that was what I was looking for. Any instructions or videos on cleaning the ash bin doesn't show or mention the cover plate. I've put it back and it's burning great now. Thank you!
