Is there really a need for pink stuff on top of foam board? I would worry about mold

As per the comments below, the foam acts as a barrier against any humidity getting through. The top, bottom, sides and joints must be sealed with spray foam and/or tuck tape. The basement walls outside were sealed with tar and blue skin waterproofing. The extra pink insulation adds to the R value, as winters are cold here.

You just want to make sure to use unfaced insulation if putting it in in conjunction with foam board or other vapor barriers

Exactly. You don't want to create a barrier between the foam and the wall where humidity will stay and form mold.
