The problems with outlets can really get bad if they've been wired using the rear push in friction connection ("backstab") rather than the screw connections too.
agree with semipro i get called to find the bad outlet often. i would not worry about the efficiency on electric heaters because it's being figured by what goes in and what comes out 1500 watts of heat is 1500 watts of heat so your talking 99.99999 eff rating on all electric heaters, but it's how the heat is applied is what separates how long it will run and how much it will cost. if you need to heat the whole room the formula is square foot of the room times 10 and that will be your heater size in wattage on average insulation but if you are well insulated like 6 inch walls or better it would be square footage times 7.5
