Update on my vacuum settings pulled the blower tapped banged cleaned and lubed the damper until I got her to close all the way .I got her setting between .12 and .13 so we will see how she runs ..I ran it all week at around .17 and the stove seemed to run a lot better a lot less ash on the glass,and the igniter fires her right up with no problem I think the excessive air flow was keeping the stove from firing up correctly..I posted photos on another thread of the blower removed for anyone interested/newbies.
