Chimney/venting question about fireplace insert

I have an old Heatilator EC36 wood burning fireplace that had a gas log installed. Needless to say, pretty but no heat.

I bought a Heatilator NDI-30 insert. The installer is not finished yet but I am not happy.

In my attic they cut off the 8 inch chimney and extended the two 3 inch flex liners directly to the top of the chimney (outside of existing metal chimney).

I would like confirmation that this is not recommended, against code, unsafe, etc. I have no idea why they did this

It's dangerous. They are meant to be in a none combustible raceway. It's also not to the manufacturers certified install instructions.

Yeah you cant run flex liners through anything but a chimney they cannot act as a chimney on their own.
