By when will this tech be available to the masses? It's been developing in the lab for the past few years, but I am not seeing our local dealers selling it. I read about the promise and companies like Swift Solar tout the benefits, but they have no product yet. How well does this painted type of solar layering stands up over time? What will be the output of these panels in 10, 20, or 30 yrs.?
 
Perovskites have issues with durability (water, heat, photon exposure).
Whole sessions at e.g. the MRS conference dedicated to strategies to make them last as long as possible.

That needs to be resolved at lab scale before commercial scale roll out is reasonable.

The point is that their efficiency is on par with silicon, and their processing is easier. It's the packaging (water) and durability that needs work - preferably without compromising the efficiency to resolve the durability problems.
