Could be warm temperatures affecting draft, wet wood, plugged cap, lots of things. Was the stove running well a month ago? Have you checked the moisture content of your wood?
 
Was the liner cleaned right up to the chimney cap and screen?

By dampner, do you mean the air control? How well does it burn with the air control open say halfway?

Is the insulation blanket in place correctly, lying flat with the weight on it and not bunched up toward the rear of the baffle?
 
Tell us about your chimney, how’s it made, what diameter, how tall? The chimney is the engine of the stove.

What is the moisture content of the wood?

Spokane is getting warm. If your chimney is marginal your stove will not run well.
