USSC Forester 5824 too much flame

Good Afternoon fellow burners,

Forester 5824 brand new has three heat settings. Even on low has large dancing flame. Way to much flame for low setting. Almost as if it is getting to much air. I have air tube 3 inch running to the side of the stove. At one point I blocked the air tube completely but did not lower flame. Could the damper for the intake be stuck open? Or other issue going on. Shut down stove to take a look in side.......
 
There should be an adjustment to lower fuel feed on the control board as well.

The manual mentions a slide damper but does not show it on detail. If it has a manual damper, close that slightly.
