SIT 820 pilot adjustment

Newby question about adjusting pilot light on a SIT 820 unvented propane with an ODS pilot assembly.
On the old SIT 820, I turned the pilot adjustment screw and there didn't seem to be any change in the pilot flame. A new SIT 820 was installed because it failed the magnet test. On the new SIT 820, the pilot screw doesn't seem to change the flame either. Maybe I'm not waiting long enough for the flame to respond, but I did wait a minute or so. Should I be able to adjust the pilot with this set up? If so, what am I doing wrong?
 
I work on a lot of these. Some seem to make a difference. Some not....
 
My pilot light is weak. Do you have any suggestions on how to get a larger pilot light?
I was told years ago that the pilot flame was not adjustable on vent free appliances, although I can't find any documentation on that.
Have you cleaned the pilot orifice and verified the correct input gas pressure?

After replacing the SIT 820 valve, I noticed that the pilot had rusted at the business end and about 1/4 - 1/2 inch fell off. So I replaced it with a new pilot assembly. The new assembly would not open the main burner. I took some readings and was getting about 510 mV across TPTH - TP. On the call for heat this dropped to about 300 mV (it fluctuated between 290-320). The new pilot flame looked a little low and I tried to adjust it to no avail. I reinstalled the old pilot assembly and the burners fired right up on the call for heat. On the old pilot I was getting 650 mV across TPTH - TP and 330 (steady - not fluctuating) after the call for heat. So I'm thinking that the voltage maybe too low, but that's just a guess on my part. I did not clean the new pilot prior to installing.
