The exterior of our Quadra-Fire wood stove is mostly covered in surface rust. Unfortunately it is in the basement, next to the boiler, so three roadblocks to painting. It's much too heavy to move outside and flammable fumes near the boiler are unsafe. not to mention health risk in the enclosed basement area.

Are there any safe options for coating the steel?

After you figure out how you can paint it safely, I suggest to use a dehumidifier in your basement to prevent reoccurrence of the issue.

Four small basement windows. Each with opening about 10"x 12" unless the entire assembly is removed then double the 12" width, but they can't be left open at night due to the nocturnal creatures looking for cold weather shelter.

We live on a sand pile so moisture is not a problem. Being right near the boiler that runs year round there is a certain abound of drying.
The stove has been down there 34 years and hasn't been painted for the same reasons that I ask now.

The fumes from painting dissapate fairly quickly if two windows can be opened and one can have a fan sucking room air out. Then painting could happen in the basement. Turn off the boiler for an hour. After a good prep, give the stove 3 light coats with Stove Bright satin black with about 10 minutes between coats. Wear a good mask when painting.

Any opinion on Por-15?

In either case would brushing on be safer than spraying?
It won't hold up to the heat. You need stove paint

Use a good stove paint. Forest Products Stove Brite is sold at big box stores. Satin black is what was used on the stove originally. It can also be bought in brush can, but that may need to be bought online. IMO a good spray job looks better, but the brush paint will still help protect the stove. On the east coast you may also find Perkins high temp stove paint. There is also Thurmalox stove paint.
