I came across this at a Home Depot in Pennsylvania. Some of the lower bags looked ok, but I'm hesitant to buy bags that have been stored outside. Storage like this seems like pellet abuse to me. What do you think?

Storing pellets outside still intact pallets with proper overwrap is one thing.
Storing pellets outside that have been butchered is another.
