28% moisture sounds like to much. Highest I seen corn burn decent was at 18%. We like to see it lower, Like around 12% or so. Moisture is supposed to lower the BTU content. If you notice any of the TwinPort test reports on pellets they usually supply a 0% moisture/BTU rating and the actual moisture/BTU rating.
