Paper Fireballing... what gives?

Hey Y'all,
Its been a while since I have stopped by, but I was wondering if anyone knew anything about this paper fireballing
(broken link removed)

Basically it is making fuel balls from paper pulp and bonding in a cement mixers.

PS. mods feel free to move us. The last time I was around there were about 4 forums. I have no idea where this would go.
