Majestic Echelon II linear - flame height?

At the maximum flame setting on our propane Majestic Echelon II linear fireplace (5 out of 5 on the remote), the flame is only 1-2" instead of the 4-6" shown in the manufacturer's literature.
The natural gas valve and 3 orifices were all replaced for propane.
Could it be an issue with the propane supply pressure?

Was the air shutter adjustment changed when the gas conversion was done? Check the manual for the proper setting.
It could be low gas pressure. How is it vented? Some venting configurations require a vent restrictor to enhance the flame.

The unit is direct vented vertically 18ft through the roof.
It doesn't seem like it would need much pressure for the 37,500btu. Unfortunately they ran the gas line to the wrong side of the unit, so they have an appliance connector running inside across to the correct side.
Just found the air shutter info in the manual which says it should be fully open. I'll verify that even they return next week.
