Installing new hydronic system for 2 family home

Would it be possible to buy 2 oil tanks and have the oil pulled for zones 1 and 2 from oil tank 1 and zones 3 and 4 from oil tank number 2? I know it's a unique request and is not done anywhere but I'm thinking outside the box. Eventually I want to move out and rent out both apartments and I want each tenant to be able to pay for their own oil. Talking to a maintenance guy who seems very smart, he thought about it for a bit and thought it might be doable with actuator valves at each tank, run the oil lines separately and T them together just before the boiler. Then have the 4 thermostats control the 2 actuator valves accordingly.
 
I grew up in the fuel business and saw this set up several times. One fuel boiler with two tanks for two customers in the same building. Just might want a time delay on the boiler to make sure the actuator valve is open on the tank. Saw several farm set ups that had two tanks one for son and one for dad and just one pump and a sector switch to chose which tank the fuel was coming out of.
