I'm trying to put together DVL elbows. They say they are adjustable but I used about all my strength and couldn't budge it. Please explain how to adjust the elbows!

I have been known to spray a little WD-40 or something similar when trying to make adjustments. It makes a world of difference and yes, it will stink when it burns off.

I sometimes knock on the seam to while adjusting it, sometimes the paint is enough to make it tough to spin.
I put some WD 40 on the inside seam and it helped a bit. I was able to get the elbow re-adjusted back to 45. It was way harder than I anticipated.
