How do you seal the block off plate?

I intend to use galvanized steel. Can I use red RTV silicone to seal it? What do you guys use around the liner, where the temperature would be the highest, how do you seal it?
 
Yes, even regular non-acetic acid based silicone is ok. GE Silicone II is a good one. Sealing around the liner depends on how large the gap is. Flat or rope door gasket can work.
 
Silicone will never last around the liner at the block off plate. We cut the plate as tight as possible and use a stainless draw band storm collar. Not air tight necessarily, but really close.

I like this idea. I would have to pull the liner though. Do the block off at time of install. Way easier
