HARMON XXV new distribution won't blow... status reads ok??

Blower was working well, after being replaced last year, then suddenly stopped.
So, I replaced it... but still no distribution blowing, even though the status light says all is well.
I've tried fiddling with the settings, test, etc., but can't get the new blower to blow.
Circuit board issue?
Any thoughts on this?
 
Is there power to the blower? Multimeter?
 
Most likely this is exactly the problem!
except that, if there's no power it could still be a couple of things. though, perhaps, replacing the circuit board may be the most cost/time effective solution. obviously, if there is an obvious wire issue, or other physically significant issue (wear, etc.) that could be a path.
