Is it normal to have so much glow underneath the main fireplace area, behind the control area? NG Regency fireplace

DAKSY is right, get the model. But it looks like this may be a B Vented insert type unit (based on how it is), and this situation can be pretty normal. There often is no floor between the burner and the overall unit chassis bottom on those models. But please confirm this via the model details.
