Gas valve leak in pilot position?

Working on a new Napolean GDI-30P (propane). The unit has never been used and has been sitting for about 6 years. The gas line needs bled so I am pressing the pilot light knob in with the knob in the "pilot" position. What doesn't seem right is the air being bled out of the gas line is exiting somewheres around the control valve (which is under the fire box) rather than at the pilot light. Almost as if the control valve has a leak. Does this make sense?

Get your self a gas sniffer or use some bubbling compound. If there’s a leak, you’ll find out where it is…

I should have stated the question more clearly.

In any circumstance, is it normal for gas to exit at the control valve, rather than to exit through the pilot burner?

Loose or unsealed regulator head, loose gas pressure screw, loose gas fitting.
