Are any boiler manufacturers producing a “Manufacturer Certification Statement” - (broken link removed to http://www.energystar.gov/index.cfm?c=products.pr_tax_credits)

The (EPA) doesn’t specifically mention wood boilers - oil, gas & biomass stoves at various efficiencies.
 
I do not know of any manufacture's of gasifiaction boilers that have completed this statment.

However, I do have copies of two different manufactures of European boiler's independent, certified, third party test lab reports that state in writing that both these boilers are 90% efficient.

Also, I have my own data for my EKO40 boiler with storage which also proves without a doubt that my system is greater than 75% efficiency.

Going one step further, I emailed energy star to get a complete/accurate definition of a "wood stove" and this is what I rec'd back from them:

For the purposed of the tax credit, biomass stoves are stoves which burn biomass to heat a home or heat water'. It looks like a biomass 'boiler' could meet this definition.

Thus, I am telling my customers that they should ask a a tax professional to be sure, but in my professional opinion (which I can back up 100% with data) they can get the $1,500.00 credit for a gasifiaction boiler system purchased in 2009/2010.

The last I have heard from HPBA people is the test criteria has not been set. If you don't know the test criteria how can you say that anything will pass? Much of the confusion surrounding the matter is the fact that some manufacturers have chosen to announce which of their products will meet the IRS efficiency in the absence of knowing what the actual method for achieving the standard. Once the standards are set the units will have to tested by the acredited test labs to the standard. Until then there is only speculation of what will qualify and what will not. Right now, nothing does.
 
The certifications are finally set and posted on various websites. (broken link removed to http://www.harmanstoves.com/pdf/TaxStim_Certificate.pdf) onthe the Harman website has the certifications for Harman, Quadrafire and others- since they are all owned by the same company now. I can finally get my KeystoneHELP rebate now and Obama bucks at the end of the year.
 
I was told verbally by Econoburn that they will have these statements available for their boilers.
 
Word came down officially on Wednesday and BioHeatUSA is expected to be able to issue certificates by the end of next week. We finished a final draft of the certificate today, we are just waiting for all the supporting documentation from each of the manufacturers.

Remember, this credit is available for any qualifying equipment installed since January 1, 2009, so don't think you missed out if you installed your boiler or stove earlier this year!
