Does it make sense to put /glue ceramic blanket on a top of block off plate of Roxul that was cut to fit would be enough?

No.
And "a top off plate of roxul" is not right. It should be sheet metal for air sealing, and roxul on top of the sheet metal for insulation. Roxul itself is not a block off plate.

No problem..
Yes, do put something non-combustible with decent r value on top of the plate.
Roxul has more r-value, is easier to work with, and is cheaper.
