Alumina covering rubbed off the liner. Can we just put mortar over it?

For complicated reasons, a large patch on the liner pipe lost its aluminized cover layer during construction.

I of course don't want this to become a rust site. Can I just tell the mason to smear it with mortar, or is there a better solution?
