I searched for a long time and couldn't find the answers I'm looking for.

Don't know which should be on top for (1) stratification (2) shoulder season, summer DHW usage, assuming one tank would need to be shut off.

I'm trying to accomplish this with 7ft of clearance. That is why I'm entertaining the idea of side by side installing.

Furthermore it is an old dug out basement with rock walls and a simple pour in concrete floor. Unsure what to do to make sure I can support the weight.

All this or place storage outside.
 
Structurally I see no reason to put the big one on top. The physics of the heat transfer really should also suggest it doesn't matter where the tanks are assuming you do a good job insulating.

Your setup should be doable but it will be tight. I have (2) 500 gallon tanks stacked in a 7' tall rack with 8' celings. The fittings on my top tank are close to the ceiling but I had a little extra room all around...

I just picked up a 500 gall tank. It's an old end fill. It's 31.5 inches wide and 13.5 ft long. Do I need to figure on lifting the tanks to place insulation underneath and if so how much. I have located a 250 and a 325 gal tank. not sure which if either I will go with (cost/quality of tank). I will need to weld fittings to both tanks. What size and where to locate all fittings. My existing supply line from my boiler is inch pex al pex. Eko 25 Boiler is located aprox 80 feet away from storage tank location.
