2550 vc encore primary air issue.

i ended up with a 2550 encore and i can only get it to burn with the ash pan open. i can light it and get it to 550* ish on the griddle with the ash pan open, close it and or engage the cat and the fire slows dramatically and the stove starts to cool.

i am burning well seasoned (2 years) wood.
i have good draft.
i have replaced the funky thermostat on the primary air handle.
i can feel the flapper on the rear and it is open.

i got the cat to light off once by engaging it with the ash pan open and then closing it. it put out a fair amount of heat that time.

any ideas on what could be restricting the primary air?
