Chimney pipe water leak

Hi!

Anybody that can help me out and answer my question. I have rain water coming inside my chimney pipe when we have heavy rain and windy outside I will said like 5 drops of rain, can that be possible? and can water goes inside those holes that the spark arrestor has that makes the water go down to the chimney metal floor.

Looks like a leaky storm collar. Is it caulked?
 
Yes it is caulked inside spark arrestor and outside storm collar, the weird thing is this happens only when is heavy rain and specially windy but, when rain hits straight down nothing leaks.
It is probably getting blown in through the cooling vent holes.

Here is another picture. I believe water goes in when the wind blows it in through thea vent holes. Is there anything I can do to cover them up if that is possible to do. Any advice will be appreciated

They all pretty much leak with wind driven rain. Most people are oblivious to it when it does. You could wrap it in the warm months to keep the rain out. That would limit the water exposure over it's lifetime.

No you can't obstruct that at all
 
Is this a pellet stove vent that is power vented? If so, perhaps a wind cowl can be made and attached to the pipe.

Yeah you cant do anything to cover those vents
