	As a manufacturer we are faced with this dilemma constantly. 
What we have
done in most cases is have our Resellers decide what is the best way to go
about it ( they are the ones closest ) and then apply whatever they want =
to
do to their coop funds.  That way no one is limited to strict rules, just
how they want to eat up the coop dollars.  In rare cases we take a look at
the potential of the builder, his commitment to our product line and if he
purchases a number of units we dump in some credits to help.
